What's the filter size for this lens,  37 mm or 40.5 mm?

The filter size is 37mm for the standard Olympus 14-42mm vII R kit lens and has been so for many years.  The 40.5mm is the filter size for the first generation 14-42mm kit lens.  The first generation lens is no longer sold through standard dealer outlets.  One has to go to eBay or a dealer specializing in the secondary market like Cameta to get one and then it is sold as a stand-alone lens without a camera; that is, it is not sold in kits.

Question 2

why don't they make a camera with a view finder on it anymore?  these "wonderful" camera that you have to find somewhere dark to see the screen.

If you're interested in the Olympus E-PL3, the good news is that Olympus makes two electronic viewfinders you could use on it. The E-VF3 is less expensive but gives a slightly smaller, lower-resolutions display. The E-VF2 is bigger and gives a slightly larger, higher-resolution display. Either of these fits into the accessory shoe and accessory port and, runs off the camera battery. You must manually switch between LCD viewing and EVF viewing. The E-VF3 often sells for about $159 new but can often be found used or refurbished for a little over $100. The E-VF2 usually runs about $40 to $50 more.  These electronic viewfinders can be used on several other Olympus models as well.Bridge cameras such as the Nikon P510 and newer P520,  Canon SX40 and Panasonic FZ60/FZ 100 have electronic viewfinders built in. The tradeoff is that they have smaller sensors.  One low-cost point 'n' shoot camera still has an optical viewfinder built in. The Canon A1400 can be found new for as little as $89.95, and like its predecessor, the A1200 and A1300, it's a good picture taker with a sharp lens and excellent processing engine. Its optical viewfinder is tiny, but in bright-light situations it's just enough to be able to frame and compose your shots well.

Does the camera have a touchscreen LCD and does it tilt?

The Screen is not a touchscreen. Wheel Dial for settings in the Menu for Manuel use. Screen does tilt up and down for low shots.

Does this include the lense?

Not certain about the specific package you are looking at. But ours included the lens indicated here (14-42mm) and it is very nice and works well. Not the most low profile due to zoom mechanism.  As described, other lenses are available.
