48 individual rolls. Each pack holds 6 smaller packs of four toilet rolls making 24 individual rolls Then it says there is two packs.. making the 48 individual rolls. Hope this helps

I'm not sure if they're 2 or 3 ply but they're air pocket texture; thick and strong enough to do the job. The best toilet tissues I've ever bought.
