Will this only use #24 blades?

Can use any blades that fit the #4 scalpel handle. I have the #21 and #23 on it with no problem.

Will the To18 fit a #14 or #16 blade? The mount is the same as a #11, but they are a bit longer with a Warncliffe shape.

I myself am having problems finding the 'correct' blades to fit! This IS NOT a problem with this knife! It's just a wide range of different scalpel blades available. I'm sorry I could not answer your question!
