I could not tell if there was one on the orange side or not.** A: I don't remember exactly how I assembled the heat sink to the M.2. I believe the orange pad was only sticky (1 peel-off) on one side. It makes sense on the underside of the M.2 because most of the heat is from the chip on the upper side. I'm not sure why it is necessary on both sides of the blue one either. I held the sandwich together tightly while I tightened the screws. It is also important to line up the pads on the M.2 carefully, so the M.2 fits properly in its connector slot, and you still have room to fit the hold-down screw or twist-lock device in the "tail" end.
