I don’t know the answer to that but since they are not edible, I would not be concerned about boa and phthalates.

There are no magnets or hooks. The pizza can be put together as a pie, you can make a sandwich but they don’t stIck together.

Would this work for outside play food? Are there any paper stickers or holes that would prevent playing with these in water?

Yes, these can be played outside however some have paper labels that will fade and rip off when wet. I don’t remember if there was any air holes. If so the water can drain out.
