Is the mat actually 12"×18" as stated in the descriptions, or is it missing the 2" all around and comes in at the 10"×16" mat that's pictured?

Is the cutting mat double sided and can it be used with utility knife or just the rotary cutter?

The mat is single-sided "scratch resistant" that said, you can use a utility knife just not super aggressively.
