As long as you have something to plug it in to otherwise you need the car ones

can you turn off the music sync function? i would like to just have the lights on without them being synced to music.

Yes, you can. The music sync is 1 of 4 modes you can select. You will need the Govee Home app on your smartphone or tablet to access all 4. The built in controller has limited functionality, but even without the app you can select a lights only mode.
