No, not adjustable, just stretchy.

Will a size small be okay for a very petite 12 year old?

The medium fit me and I am an older petite lady but I am overweight by around 20 lbs. I wear a size 8 pant. It works great and you might have to make it a little smaller but that would be easy.

What is the width of the band?

When laid flat the band is five and one half inches.

What size would be need for a 36inch waist?

I have a 32 inch waist. I use the medium hipster. Hope this helps.
