Hi BobYou want to maintain the dampness with the Color Enhancer itself while it is absorbing. Usually for about 10 minutes and then wipe dry. Do not spray it with water from your hose. The idea is to keep it damp enough with the product to allow for maximum absorption.

How much area does it cover?

It provided about 2.7 coats for my 100 square feet area. However, most of the shine and enhancer are now gone. A 0 -star product and a waste of money and time. I'd not recommend it for outside use.

Can this be used on encaustic cement tiles prior to sealing?

This is an enhancer and a sealer so any sealer applied over it will most likely not adhere to it.
