It’s all black after using it. Can I wash it to reuse it? Or this a one time use item?

Do not wash a cloth otherwise you will destroy the effectiveness of it at all. Its not a problem for a cloth to become black, you can still use it.

Will this work on Pandora Rose pieces?

I am not certain about the Rose pieces. But, I purchased it for my regular Pandora silver charms and it worked perfectly.
