We don't know. Actually that's not a console. It's called an emulator (faked as a console). We don't recommend to use it.

Do you need segacd hardware to play sega cd files? or will it work with just the bios files loaded on the sd card?

You will need a Sega CD hooked up. The Everdrive can't run Sega CD files; it can only function as a backup memory card for CD games.
