Its worked well for me in that Temperature being 0 to -10 degrees C is 32 to 14 degrees F and its worked in 10 degrees F. So short answer YES it works!!

5'11" about 194-204, what size is recommended?

I'm about the same size, and I chose a Large. Fits snug but good. If you wear a lot of clothing, like a sweater or large hoodie, then go XL. Plenty warm. Just wore durning 37 degrees wind chill in Wisconsin and comfy.
