Can I use this to make an outdoor chicken and duck coop?

No. I think the wood will rot. You need to get treated wood from hardware.

Are these wood rods weather proof?

No, these are raw wood If yu properly treated them they may hold up. They are really for crafting.

I'm thinking of cutting these up into cubes and glueing them together horizontally to make a cutting board. Think these will hold up to the abuse?

I would not recommend. First. This is only 1/2 thick, even though you glue them up, I doubt the cross cut will hold up. Second, thus us soft wood. I would recommend hard wood for cutting boards (Oak, maple, cherry, ash, etc)
