Q: Is this card set random which gives it the possiblity of repeats? I'm kind of interested in collecting, but I don't want a tone of repeats.

You'll get repeats, but it seems like the cards are completely random with no "rares", so you have a good chance of getting new cards in every pack up to a point. Also, if you are really interested in collecting, check out reddit.com/r/amiiboswap I was able to collect all of series 1 ending with just 5 repeats by trading through the connections on that site!

Q: Why is this pack $15.90 when the retail price for all acnl card packs are $5.99?

this is a discontinued item, and harder to find in stores.

Q: Can i use this for the Nintendo 3ds as well?

You can only use the AC amiibo cards on the 3DS if you have the Nintendo NFC Reader/Writer Accessory (https://www.amazon.com/Nintendo-NFC-Reader-Writer-Accessory-3DS/dp/B01307Q6ZC/) but if you have the New 3DS then you can just scan them on the New 3DS.
