Hook to stereo to receive tv sound?

Yes, it can easily work that way, if you have the right connections. This device takes "input" from one of three forms... and you can use all three (but switch between them, using a button on the front) 1) Coaxial SPDIF 2) Optical SPDIF (aka "TOSlink") 3) Bluetooth It outputs stereo audio via a red and a white (red for right and white for left channels) RCA connections. Alternatively, it can also output to a 3.5mm "headphones" style jack on the front. So, if your TV can output PCM audio to any of the three forms (optical SDPIF is the most common) mentioned above, and if your stereo has an available RCA stereo input, you can absolutely use it as you suggest.

Does make a beeping sound if a device becomes disconnected and does it beep continuously?

There is no audio "user interface" element to this... no buzzing, no beeping, etc. And there is only a single light display... three blue LEDs, one indicating that you've chosen "optical SDPIF" as your input (this is always only "steady blue"), or "coaxial SDPIF" (also only ever "steady blue.") The third light, also blue, is present if you have chosen bluetooth input. It flashes if there is not a good connection, and it is steady-on if there is a good connection.
