It hasn't stained mine. I use it on all my car's exterior surfaces.

Is this safe for fiberglass gel-coat & vinyl decals?

Been using for 2 months so far hasn’t removed my stickers. Or my damaged my carbon fiber mirror caps.

What is the lowest recommended temp for application?

I just applied 3-in-1 today with ambient temp about 50F without problem. In terms of low temp limit I would think low humidity more a problem as too rapid drying may be an issue. Last summer I had no problems at 85F but inside a garage. Again, rapid evaporation either by a hot surface or low humidity is of more concern than air temp, my opinion.
