Can this knife cut through frozen meat?

Yes it can but you need to be very careful and very skilled using a cleaver as with most frozen meat it could glance off leading to serious injury!

Can this cut through bone? Like oxtail?

I haven't tried cutting through bone, but I am sure its good enough. I'm very pleased so far with its quality. Be careful they are very sharp
