Do the ports turn completely off or still drip

As long as the BLACK tips are on it does not drip. You remove the BLACK tips and add the lines you need up to 6 individual drip lines. Hope this helps.

can this connect directly to a garden hose and will it have enough psi for low pressure misters

#1 No the threads are different. This manifold has female 1/2 inch NPT taper pipe threads. #2 The PSI is controlled by the water pressure supplied, and the flow requirements. What is the flow rate and minimum PSI for the misters? Why do you want to use misters?
