Is the small/medium/large the same measurement for all three sizes

I don't know, I only ordered the medium. But What I did find out was the fingers were too long for me in the medium. I don't consider my fingers overly long or short; I consider them average.

How cold are they good for?

These are glove liners and are made thin. For me these would not be good for cold weather by themselves.

No size chart but I wear medium everything but I should have gotten these gloves in small
