Hole can be undersized.
One of the wheels I received had a slightly undersized thru hole. When installing with the shoulder bolt, the wheel was tight to the bolt so the wheel would not turn. I drilled out the hole to 1/2" and all is good now. Not surprised they were not factory spec considering the price. Still way cheaper than OEM.
