These are over-ear headphones, despite what the listing currently (March 2022) says. The pads rest on your head, not your ears.

Can the bass boost be turned down or off?

Yes. You have the Sony app for the headphones, so it is customizable.

Does this device come with a charger?

It does come with a VERY short USB to USB-C cable, but no "brick" to plug into the wall. I had an extra one that wasn't being used, so no problem. I should have checked the photo and description of the product to notice this detail. I was just surprised when I opened the case and didn't see a USB to AC plug.
