Does anyone know what percentage of ingredients is actually salmon oil?

The label lists two ingredients: salmon oil, and rosemary extract. Rosemary is a potent antioxidant to assist in keeping the refrigerated salmon oil fresh.  The oil is rich in color and odor with no detectable odor of anything other than salmon.  The percentage of salmon oil is not shown, however, the guaranteed analysis is: (from their website)Ingredients: Salmon Oil, Rosemary Extract.Guaranteed Analysis per teaspoon (4.5 g): Crude Fat ......................................... 99.5 % Moisture (max) ................................... 0.5 % Omega-3 Fatty Acids* ...................... 1319 mg DHA (Docosahexaenoic Acid)* ............. 500 mg EPA (Eicosapentaenoic Acid)* .............. 455 mg* Not recognized as an essential nutrient by the AAFCO Dog Food Nutrient Profiles.With fat at 99.5% one may surmise that means at least 99.5% of the ingredients are salmon oil...I hope this is a logical analysis without directly questioning the company....

Does it help with itching?

I've noticed with my the dogs it helps with skin allergies and their coats are so much more healthy. So for my three it has helped with the itchiness but like people not all dogs will react the same.

The one I purchased at Walmart has a "tokoperharels" as a preservative? Is this a natural preservative?

I do not know what you purchased at Walmart - be careful of similar looking knock-off products!  I would read the label carefully & contact the manufacturer for verification of ingredients, origin and expiration date.  I was directed to this product through a customer of mine & only used it during the winter months for dry skin/coat....fantastic results & my dog loved the flavor.  The only down side was she did smell a bit fishy, but her flak-free skin & shiny coat & no itchiness were well worth it.  Planning to use again & highly recommend.
