Yes, it absolutely can. I often spray a model with matte varnish and then use a brush to apply this to small metallic details.

What is the difference between the "gloss varnish metal" and the "acrylic paint gloss varnish"?

The metal varnish has a “colder” look once it dries. The regular gloss varnish has a “warmer” look, and appears more like plastic than metal when dry. If you’re going to get only one of the two, get the regular gloss, but if you’re prepared to get some of both this is a great addition to your painting toolbox.

How much psi/mpa should be set for the best result?

Around 20-30 psi will be fine. Thin mist coat 1st, then wet coat.
