This is only for law enforcement?

Dear customer, this is a storage bag for law enforcement, but you can also use it on different occasions, such as car front seats, vehicle travel. An ideal storage bag for patrol officers, truckers, and travelers.

Would a gallon of water fit in the main compartment of this bag?

Dear customer, the patrol bag size is 16.5 x 9.5 x 12.3 inches, which is possible to hold a gallon of water, we suggest you measure your water bottle size before purchasing. There is a laptop storage layer in the main compartment, so we do not recommend putting the computer and the water cup together to avoid getting wet accidentally.
