It doesn’t shoot at all ... you have to make direct contact .. Just the noise alone would scare someone away unless they intend to do some serious harm to you ..

Why won't this item be shipped to NY if there is no longer a ban here to own one?

Once the permitting and shipping requirements are defined, we can assume that AMZ will update their system to allow shipment to the state of NY.
