can I mix this with silicone to have a final product made from silicone with the same effect?

I haven't tried it with silicone, but I don't see why not, if you brush the chameleon flakes on the mould. However, for example with the resin the best result is if you colour it black so the colours from the chameleon flakes pop. I would imagine it's similar for the silicone

Would this work on fabrics? For instance, plimsolls?

No reason why it shouldn't - but you would need to use an appropriate glue on the plimsolls to attach the flakes - and for durability probably something like an acrylic lacquer over the top of the flakes.

How is this safe for soap making if its skin safe then surely it can be used as make up?

Well, you wouldn't put soap in your eyes, would you?! Your skin does not have the same vulnerability as your eyeballs and mouth – they're also direct orifices, meaning the product in effect gets ingested. This is why many make-up safety programmes navigate the perennial ethics minefield of animal testing. They don't have humans in a lab and shove mica powder into their eyes...
