You can charge it at your home with any usb charger or charge it via car charger in the car.

How to tell if the car battery is fully charged?

It is not a charger. It will only start your car. My car was parked for a year with a dead battery. This jump started it on the first try!

Does it show what percentage of charge is left in it ?

It has bars in 25% increments . Jumped 2 cars and it was down 25% or 1 bar if that helps .
