it would depend on shoes, you may have success with thin strap sandals,as not much pressure on small area painted, could try out on pair of inexpensive shoes first

At this price, is it a case of 12 cans???

No, it's only one. The cans are all different prices depending on the color you get. Some cans are more expensive than others, for instance the Dover White is over $16 but it's still only one can. I don't know why the prices vary so greatly.

Can i use this spray paint on my sons cranial helmet?

you can use it if you prep helmet first sand n prime always remember two to three light coats is better than one heavy coat ,sand it 120 grit smooth then apply coats til coverage is desired

Can this be used for spraying painted rocks to seal them for leaving outside?

If referring to the clear then I can absolutely say it works quite well but it takes more coats than Aleenes clear does, to get the same longevity. I noticed that the reds family fade faster under the Krylon clear in comparison to Aleenes and the Rust-Oleum lacquer. I do always keep at least 1 can of this on hand because it truly is a very versatile clear for all of my outside art projects. Worked well when I used acrylic to paint silver alloy charms for a sun catcher when I couldn't find the charms I wanted in the right color as well!
