Does this splash out water?

I bought this about 2 months ago and it does splash out droplets. Ive kept clean shiny surfaces next to it and after a few days its all covered in dried water spots. So it does to an extent. I had to take it off my bookshelf because of this :(

Can I use this for a cat water fountain?

If you want to, but you'll just have to keep adding more water in.

How do I spin the ball? It doesn’t spin.

Fill it up to you see the water flow under the platform the ball will spin on it's own.
