Q: Can I use this for a newly planted evergreen?

if you need to adjust the pH level it will work. it did foe me on several plant varieties where I needed more acidity.

Q: how often to reapply?

I read somewhere 1 Tbs. per month per plant mixed in water for tomatoes. I'm using it to try to lower pH below 7. Even my potting mix is above 7. So far no harm to plants.
