Probably 3T. I got 2T for my 2 year old and they fit fine. I'd go with whatever her pants size is.

My daughter is 3 and she wears a 4T as she is a little larger child. She is 43 pounds at height of 3foot 4 inches. Taller and larger than avg. girl and the 4T fits her fine. So I would go 4T is your daughter is average a 5T if she is little larger as it will give more room for comfort and if she is petite then possibly go with a 3T.
