Can these 3 ports charge at the same time?

Yes, but the power going to each device is cut in thirds. I found that this confused my phone battery into thinking it was fully charged but it began to die after about and hour. Went back to just charging one device and it worked perfectly.

Is this a universal multi USB cable?

It is a charging cable that fits different devices with 3 different type of connectors. It is not a data cable for connecting the devices to computer. Devices will not be recognized. Also it is best to only charge one device at a time. I found it splits the power going to each input and ended having a phone that thought it was charged but would die in about an hour after I had been charging more than one thing at the same time. Went back to single charge and things corrected themselves. It is very sturdy and especially good for what it is made to do.

My lightning cord did not work. unsure about a warranty. you may want to look for something else
