Are you supposed to be able to see the mist in the mini fox version? I can see the mist generating in the bottom unit, but the mist is not coming out.

You should see a visible mist come out of the top of this unit. Please contact the manufacturer for troubleshooting steps to resolve this issue.

Could you use vicks vapopads in device & ideally not break it? have extra from having a separate diffuser.

Is it normal for the mist to come from in between the base and tank? It come out the top too.

This is normal. The longer you run the unit for, the less mist you will see escape between the tank and the base. This is due to the natural moisture seal that will form over time.
