Got this is a gift, but missing hardware, how can I get part that attaches to umbrella?

That is probably the same one I returned last year because of missing hardware. I tried to fabricate a part but no success. Just return it and get your money back. Nobody there seems to care about quality.

Does this umbrella have a cut out so as to fit snug to the tree
