How is this different from optiphen?

Optiphen and Phenonip are both natural preservatives. Optiphen is preferred for facial care and lip care items like face cream and lip balm since it is Paraben and formaldehyde free. Phenonip is great for all other items. Phenonip is water soluble making it a better choice for items like shampoo, lotion, liquid soap etc.

Is Phenonip soluble in oil? I need a preservative that’s soluble in oil.

Phenonip can be used in oil, although not edible to my knowledge. If you are making lotions or creams it works great. If you a making a body oil generally a preservative is not needed. A preservative is only generally only warranted where water or other items that may contain bacteria is included in the mixture. When do you actually add phenonip? Before or after emulsion? And is it right that you need to add it while the “batter” is between 140-170F?

You want to add it to your fragrances and any any other additives to the cool down phase after emulsification. You want to add phenonip to batter that is no higher than 200F (140-170F is good) - any higher and it can cut down the effectiveness of it.

Can this be used effectively with emulsifying waxes if it breaks down in polysorbates?

It can be used in emulsions and anhydrous formulations. Effective in pH range of 3.0 - 8.0. Phenonip withstands high temperatures up to 176 F and is preferred over Germaben II for high temp applications.
