How much does it weigh?

This was a gift for my great granddaughter so I don't know what it weighs but it did seem very light, she was 4 and had no problem lifting it. Hope this helps a little.

Are both 18 inch bags able to be carry ons? Confusing

Yes. All 18” bags are carry on sized.

Is the handle long enough for an adult to use to roll the bag?

Depends how tall you are. But it is perfect for children. I am 5’ and I can roll it with me just fine but my husband is 6 and he has to bend down a bit. If the handle would be longer though, it would be difficult for a small child to maneuver it. Hope this helps.
