Can it be used to stick lettering to raptor liner?

That is not what this product is made for but it may work if you keep them taped on a few days for it to cure. They make a emblem adhesive. . 3m has one and id think so does upol.

Will this hold wheel covers on a rim?

I would not trust it for that. It has very good adhesion to properly sanded paint and primer but I would be concerned about how well it would adhere to the wheel cover depending on what it is made of or finished with. This will not adhere to many plastics.
