What size wood can I use these angle clamps to clamp during woodworking?

I used the clamps on 3/4" boards and it was a tight fit. That is probably the thickest board you could expect for proper use of the clamp.

does it work on 3inch frame?

This is a difficult question to answer as it is not clear what you mean by 3 inch frame. If you are referring to a picture frame with a 3" width around the picture, and you are trying to build the frame and use the clamps to hold it together, the clamp does not open wide enough (3/4" max). If the frame material is 3" front to back, and less than 3/4" thick, the clamps will hold those together at the corners.

Will this work with 1/8" and 1/4" thick wood? I see it looks like there is a gap even when closed

I use it to build frames for my paintings but I have not used it for such a small thickness 1/8 and 1/4 ??? I would imagine that it will work. Remember, you can always return your item, this is the beauty of Amazon !!
