Could you use as a shaving gel on a mani’s face?

I wouldn't recommend it. As soon as the 'gel' is warmed it turns to liquid. It would be good as an aftershave to contain moisture on the skin.

Does this give hair a wet look?

I would say it’s more of a hydrated healthy look then an always wet look. I know from experience if you use to much it can make your hair stiff not crunchy or flaky just defined, moisturized healthy looking hair.
