When there’s a short to ground does the tool make a noise to isolate the fault

That’s not the purpose of this tool. It will however trip the breaker and stop current flow through the circuit in the case of a dead short to ground!

The #8005 Fuse Saver comes with an adapter to use on standard and mini fuse sizes which can be commonly found in commercial vehicles.

does this kit work on relays too?

No, this kit is a circuit breaker to replace fuses. Now if you are trying to isolate a leg of the circuit you could add an inline fuse holder. I have never needed to go to that length though. For testing a relay I'd suggest the Power Probe 319FTC-RED Test Light and Voltmeter. That will allow you to test power, ground and switch one at a time in your hand.
