Is this just conditioner for a henna treatment or is it actual henna hair color?

Henna used in your hair can act as a conditioner (deep condition afterwards for soft hair) and it will deposit a red color, but this henna isn't solely for hair treatments. It says "body art quality" in the description because it can be used for creating mehendi tattoos. Lots of natural hair bloggers/vloggers suggest BAQ quality henna becaue it's easier to rinse out. I agree.

Can it be used on nails?

No it can't be used on nails they have a special one for nails only.
