Q: Can these be painted without sanding first? I am assuming they currently have a finish on them, can it be painted over or is there no finish on them?

I am not a paint expert. I want to say maybe. A big maybe... The finish is almost smooth but not a smooth as glass finish.. It appears to be a urithaine finish but it seems to be almost like a anti slip finish... It's really nice and works well for children. Well built chairs I have done wood working... You might be able to rough the surface with scotch brite pads and then paint them. I am sure it could be done. But for what's it worth I would buy already painted chairs. Then you can change the color by painting them whatever color you want. I think that would work way better then trying to paint urithaine. Thats what I would do. But I am no expert.

Q: Will the 14in be too big for a two year old? I really don't want to buy one now and another set in a year or two

I feel that 14in would be too big for a two year old. The 12in is better for a normal two year old. I can sit on them to. They are made very well.
