will one bag fill up a piñata ?

The bag I bought is about 2 big hands full of confetti. Not sure how many ounces you are looking at but I think it would take a lot of bags to fill a piñata. That being said - I think 2 or 3 bags will look like quite a bit of confetti and definitely be a challenge to clean up!!

Is this plastic circles? Not tissue paper?

Basically yes, a form of plasticy material. Definitely not paper or tissue.

Will this work in confetti canons?

Yes, but I regret buying this product as it is plastic. There are other paper choices out there that re just as good and are not as harmful to the environment.

How big or small are they? I'm looking for small red shiny confetti to spread on 10 tables around a 15" placemat.

It's a glamorous blue, it makes every surface look festive... but you won't get rid of it anytime soon. It's a commitment you didn't know you signed up for. If you want confetti that will haunt you for ages after you sprinkle it about, this is the confetti for you. It doubles as secret agents, infiltrating every square area of a building, long after you attempt cleanup from an event. It's been six months since this was used at a banquet, and more confetti dots were just found on a separate floor of the building. I highly recommend you stuff an envelope full of this confetti, seal it in, and give it to someone special.
