Q: Can water permeate through this mat? Like soak through and leave the underside wet?

No. I live in western NY state and it is still snowing here in April. This mat sits directly inside the kitchen door and get water, mud and snow from humans and dogs and it is never wet underneath.

Q: Can I “trim to fit” this mat?

I would not recommend trimming the mat.

Q: What is the thickness measurement? Looking for a mat less than 1/4 inch.

As far as I can tell is that is approximately 7/16” thick slightly less than 1/4”.
