How do you put the tattoo on?

I bought this costume for my daughter, but the tattoo is just like any other temporary tattoo. You remove the clear film and press the tattoo with the image side pressed against the skin, then you damp the paper side with a bit of water and press a damped cloth on top of it to allow the paper to soak in the water to release the tattoo, but avoid getting it too wet. Press about 30-60 seconds and then remove the cloth and the paper and the tattoo should be on the skin already. Allow it to air dry without touching and it should be fine.

if i’m 5’11 what size do i get? i’m pretty thin so i feel the XXL my height matches up with, would be too big for me.

I think you should go based on your height. The important thing is the length, and if you go too small, you'll end up with a short dress. However you may be okay with going one size down (I found the dress to be pretty long), especially if you prefer the dress not to drag.

can you put in the dryer to shrink

I washed and hot dried it once but I didn't noticed any shrinkage.
