The whistle would go off letting the steam out when the steam builds in. It is normal. Usually allow 3-4 whistles to cook(veggies for eg). After that keep it aside to cool. Do not attempt to open till the steam cools down. To check if it is cooled, shake the whistle with a spoon or something. If the steam has cooled down, then it would not make any noise.
