It’s 450 Ft lb . It’s a good little drill . I love it. Only had it for 3 weeks but it works well.

Yes, if you use 1/4 hex drive spade bit.

what is the difference between this small impact and the cheaper one ?

There's a couple possible 'smaller, cheaper ones' you could be referring to. If it doesn't say "FUEL", it's a brushed motor. Runs hotter, less power, doesn't last as long. Acceptable for home use. If it says "FUEL" but not "SURGE", it's a brushless motor. Very common model. Designed for daily/construction use. SURGE is a newer design that runs quieter.
