will this have the long pull that disk brakes need?

Yes. It works great with my Avid BB5 disc brakes.

Is electric cutoff wire (not the brake cable that operates the brake itself) permanently attached to the lever, or can it be temporarily unplugged?

If you don't plug it into the controller, it won't work. It cuts the motor off when you pull the brake. If you don't want it, just cut the wire off. The bike and brake will operate without it.
