Will this cooling vest prevent me from sweating on a hot day

The ice packs don't stay frozen forever. You will get several hours but depending on how hot it is, and how hard you are working, just how many hours will vary. I suggest taking a cooler with extra ice packs so you can refresh the vest once or twice in the day. As for sweating, even the ice packs "sweat" from condensation.

How do I seal the ice pack once it's filled with water?

They should pretty much seal automatically after filling it through the fill spout area. That's how mine were. I hope that helps.

Is it the same as a normal work vest?

Yes,it's no different from a normal work vest,but it adds six ice packs to the vest,the quality of cool vest is better and stronger.
