Whats the difference between #1 and 1/0?

1/0 is the next size larger than #1 From 1/0 to 10/0 the hooks gets larger and #1 to #10 the hooks gets smaller, hope it’s helps

You didn't mention if it is striped bass, or largemouth bass, in your question. Yes, they work fine for largemouth bass. Keep in mind these are "offset" circle hooks, not "inline". Here in NJ, and many other states, the requirement to fish for striped bass is the "inline" version. I take a dozen or so at a time, and use pliers to "kink" over the barbed end to create the offset to be legal for stripers. These are Chinese knockoffs, but have found them to work every bit as good as the name brand hooks, at less than 20% of the brand name cost. Fish don't know the difference! Hope this helps.

Do these hooks have a (black nickel) coating on them? Do they rust?

They do have a coating on them. I have used them in salt water and no rust issues!
